British Columbia Provincial Nominee Program (BC PNP)

British Columbia Province is located in the westernmost part of Canada. It is rich in natural resources, cultural diversity, and strong economic growth. The economy of British Columbia is powered by its abundant natural resources. Its unique coastal climate, vast forest areas, and stunning natural environment make it one of the most beautiful provinces in Canada — and indeed, in the entire world.

British Columbia Provincial Nominee Program (BC PNP) is a popular immigration pathway that helps skilled and experienced foreign nationals obtain a provincial nomination certificate. This nomination allows candidates to apply for permanent residency (PR) in Canada.

Two Primary Immigration Streams of BC PNP

  3. Entrepreneur Immigration

Skills Immigration

BC PNP’s Skills Immigration Stream is classified into the following categories. Each stream targets specific applicants based on their qualifications, work experience, and education.

Skilled Worker Category: This stream is designed for candidates who have received a valid job offer in a skilled occupation (NOC TEER 0, 1, 2, or 3). Applicants typically need several years of relevant work experience in their skilled occupation to qualify.

International Graduate Category: This category is ideal for recent graduates who have completed their studies at an eligible Canadian university or college within the last three years. Candidates must secure a job offer from a British Columbia employer to meet the eligibility criteria.

International Post-Graduate Category: This stream supports graduates with Master’s or Doctoral degrees from eligible British Columbia institutions in applied sciences, natural sciences, or health sciences. Importantly, this category does not require a job offer, making it more accessible for qualified post-graduates.

Health Care Professional Category: Targeted at healthcare workers with experience in eligible roles such as nurses, physicians, psychiatric nurses, and allied health professionals. Applicants must have a job offer in one of the 11 qualifying health occupations in British Columbia.

Entry Level and Semi-Skilled Worker Category: This category is open to workers in entry-level or semi-skilled positions in industries like food processing, tourism and hospitality, or long-haul trucking. It also includes semi-skilled workers living in BC’s Northeast Development Region.

Express Entry BC (EEBC)

The Express Entry System of British Columbia (BC) is fully aligned with the federal Express Entry immigration selection system. It gives eligible candidates priority processing for their British Columbia Provincial Nominee Program (BC PNP) application. If nominated under Express Entry BC, candidates can proceed directly with their permanent residence (PR) application.

Express Entry BC processes the following Skills Immigration categories:

  • Skilled Worker Category
  • International Graduate Category
  • International Post-Graduate Category
  • Health Care Professional Category

Potential Express Entry candidates must meet the minimum eligibility criteria set by the province for one of the following BC PNP categories:

  • Skilled Workers (including Health Care Professionals)
  • International Post-Graduates
  • International Graduates

In addition, candidates must also qualify for one of the federal economic immigration programs to enter the Express Entry pool:

  • Federal Skilled Worker Program
  • Federal Skilled Trades Program
  • Canadian Experience Class

All three federal economic immigration programs require candidates to meet specific language proficiency levels and demonstrate sufficient settlement funds to support themselves and their family in Canada.

Entrepreneur Immigration

This immigration stream is designed for ambitious entrepreneurs and business professionals who want to invest and settle permanently in British Columbia. Successful applicants receive a nomination for Canada Permanent Residence (PR) through the Entrepreneur Immigration stream of the BC Provincial Nominee Program (BC PNP).

The program is divided into two main categories:

Entrepreneur Immigration Category This category is ideal for business owners and senior managers who plan to invest in and actively manage a new or existing business in British Columbia.

Strategic Projects Category This category targets foreign-controlled companies looking to establish or expand business operations in BC. It allows the nomination of up to five key foreign professional, managerial, or technical staff members for Canada permanent residence.

Applications are assessed based on the following key factors:

  • Source of funds and personal net worth
  • Business proposal (including job creation in BC and proposed investment amount)
  • Adaptability
  • Business and/or work experience
