FSWP is one of three federal streams ranked through Express Entry (alongside FSTP and CEC). It's designed for skilled professionals whose work experience, education and language ability make them a strong economic fit for Canada — even without Canadian work experience or a job offer.

At least 1 year of continuous, full-time (or equivalent part-time) skilled work experience in the last 10 years, in a TEER 0, 1, 2 or 3 occupation under Canada's NOC system.
Minimum CLB 7 in English or French across all four abilities — speaking, listening, reading and writing — through IELTS, CELPIP or TEF.
Proof you have enough funds to support yourself and any accompanying family after landing — waived only if you already have a valid Canadian job offer or are currently authorized to work in Canada.
This is separate from your Express Entry CRS score — it's the pass/fail test you must clear first, before you're even eligible to enter the CRS-ranked pool.
